Facebook mobile users up 20 percent in US and UK

Facebook has been working hard to convince advertisers about its reach on mobile phones.

The number of users accessing Facebook via their mobile phones in June jumped around 20 percent in the United States and Britain, Facebook said Wednesday, touting its appeal for brands trying to reach consumers during the summer months.

Created in a Harvard dorm room in 2004, the world's largest social network has moved to reposition its business for a world in which consumers' primarily access the Internet via small-screened smartphones rather than computers.

The strategy has started to pay off, with the group's results for the first three months of the year showing mobile advertising revenue gaining momentum and accounting for 30 percent of Facebook's overall ad revenue in the first quarter.

On Thursday, the group said its mobile monthly active users had increased by 18 percent in the United States and by 22 percent in Britain in June compared with the previous year, as brands seek different ways to reach consumers who are often on holiday and not interacting with their usual media.

"We see this as a fantastic opportunity with empirical evidence of people staying engaged on mobile phones and using Facebook," James Quarles, regional director for Britain and Southern Europe, said.

"As people are away and on holiday, it provides a different opportunity for brands to think differently about Facebook."

Though advertisers are keen to harness the boom in mobile phones, few have perfected the art of using mobile devices to target adverts to consumers, with a discrepancy remaining between the amount of time consumers spend on their mobile devices and the advertising dollars companies spend there.

Facebook is seen as one of the most likely ways for mobile advertising to succeed.

"When people are that engaged, checking their Facebook 14 times a day, if advertisers can deliver the right message to the right audience you can really see some business impact," Quarles said.

NEW YORK (AP) ? Sorry, ladies, but Adam Levine is off the market.

The Maroon 5 singer's representative confirmed Tuesday he's engaged to model Behati Prinsloo.

Levine proposed to Prinsloo over the weekend in Los Angeles. The couple started dating last year. The singer's rep says the 34-year-old Levine and the 24-year-old Prinsloo recently reunited.

Prinsloo is from Namibia and models for Victoria's Secret. Levine also is a judge on the NBC singing series "The Voice."

The Grammy Award-winning Maroon 5 last year released its fourth album, "Overexposed." It features the hits "Payphone," ''One More Night," ''Daylight" and "Love Somebody."

People magazine first reported the engagement.

On Tuesday, 49ers inside linebacker NaVorro Bowman appeared on NFL Network?s ?NFL Total Access,? and the topic of Colin Kaepernick?s Miami Dolphins cap?was broached.

NFL Network analyst Willie McGinest asked Bowman if he had indicated to Kaepernick that wearing another club?s hat wad disrespectful.

Here?s Bowman?s response, which he delivered?with a smile:

?This is a huge mistake by Kap,? Bowman said, per a short video clip on NFL.com. ?I am sure he understands that now. But in his defense, we?re young. In our era these days, we like to match our snapbacks with our outfits.?

After NFL Network analyst Warren Sapp joked about his outfit coordination, Bowman continued with his answer.

Again, he did it in a friendly tone.

?The hats now these days are very important to the outfits, man,? Bowman said. ?Kap, I understand what you did, but let?s stay away from the NFL teams. Go to the NBA, go to college or the baseball hats.?

Sapp then asked Ravens wide receiver Torrey Smith, another guest panelist Tuesday, for his take on sticking to hats from other sports.

?That?s the rule, for the most part, to stay out of conversations like this,? Smith said as the panel laughed.

Being forced to remember a variety of passwords and answers to security questions is a very time consuming and difficult task.?

Nunace, the voice recognition software company that helps power Apple's Siri virtual assistant, just unveiled its latest voice biometrics platform.

The platform enables people to access their accounts using only their voice, instead of needing to remember PINs, passwords, and answers to obscure security questions.?

"We?re trying to make interactions natural. the whole password, PIN, security question is very unnatural," Nuance solutions marketing manager Brett Beranek told Business Insider. "We don?t have many interactions with our friends and colleagues where we start that interaction with an interrogation process. It?s just not natural. That?s not how we interact with humans."

Right now, the main focus is on customer service experiences, like those you may have with your bank, cable provider, or wireless service provider over the phone.?

For example, private banking firm Barclays Wealth's customer service line listens to your voice to collect the unique characteristics that define it. It then creates a voiceprint to identify you in the future. Though, another option would be to enable the customer to say "My voice is my password" in order to gain access.

But Nuance's voice biometrics platform has use cases for more than just customer service call centers, Beranek said.?Its technology could easily be integrated into mobile apps, websites, smartphones, smartwatches ? you name it.?

I Bet I Can Freeze A Battle Cry For 25 Million Years, Says Biologist E.O. Wilson

The world's most famous ant-scholar likes to daydream. "So much good science ? and perhaps all of great science," he writes in his new book "has its roots in fantasy."

Here's his.

After seeing Jurassic Park, where scientists clone dinosaurs from the blood of ancient dino-biting mosquitoes,Wilson thought: Hmmm, that's a little far-fetched, but I bet I can do a version that might be "really and truly possible."

He was having lunch with the author of the film, Michael Crichton, (who also wrote The Andromeda Strain and TV's ER) when he outlined his plan. I can imagine Crichton leaning in, itchy with expectation. Nobody knows ants like Wilson. And Wilson likes to live dangerously (especially in his head).

Here's Wilson's idea.

For years, he'd worked at Harvard's Museum of Comparative Zoology, which houses one of the greatest ant collections in the world. In his younger days, he'd done field work in the Dominican Republic, where he found a bunch of ants in amber. He brought his discoveries back to Cambridge and learned they were 25 million years old.

Twenty-five million years doesn't get us back to the age of the dinosaurs, (that's 100 million years ago) but still, it's a big jump, and when Wilson cracked open those glistening amber droplets, he found a bunch of ancient little lady ants, new to science, that he called Azteca alpha.

? What if I could create a 25 million-year-old false alarm?

He studied them, and found they most closely resembled a modern species found in Peru, southern Brazil, and perhaps Central America, called Azteca muelleri. This modern ant, Wilson told Crichton, appears "to be a direct evolutionary descendent or otherwise close relative of Azteca alpha," which means these modern ants may have a lot of behaviors in common with their great, great, great etc. grandmas.

And so ... ? (I imagine Crichton thinking ... )

Well, (I imagine Wilson answering), what if I could create a 25 million-year-old false alarm?

What?

These modern ants are well known for their alarm signals when their nests are invaded. As soon as an attack begins Azteca muelleri soldiers give off a shout (kind of like Paul Revere's "The British are coming! The British are coming!") ? which they do in antspeak, that is, with specific chemical smells. Their warning, Ed said, relies on "large quantities of pheromones, acrid-smelling terpenoids, which they release into the air to alarm nestmates."

Ed's Naughty Idea

Wilson's naughty idea assumed that the ancient ants stored the same pheromone in their bodies way back then. And he told Michael Crichton it might be possible to break into some of those still preserved amber droplets, surgically invade the ancient ant inside and "extract remnants of the [alarm] pheromone from Azteca alpha remains ... "

And then ... ?

Then he would take the extract to, say, southern Brazil, inject the smell into a modern nest and see if it set off the alarm, sending modern ants scurrying frantically to defend their nest ... the delicious part being, not only would it be amazing if the alarm still worked, but, as he told Crichton, "I could deliver a message from one ant colony to another across a span of 25 million years."

Cool idea, no?

Crichton wanted Wilson to do it. But Wilson said he didn't have the time, not then, but he might try later. Years passed. Crichton died in 2008. Wilson still hasn't found the time.

In his new book he says this experiment has a bit "too much of the circus trick and too little of real science" to be worth taking the trouble, but this is the same guy who, in the 1950s, having discovered the ant gland that produces odor trails, dabbed his finger with invisible ant attractant and wrote his name ? in longhand ? on his lab desk and then gleefully watched as thousands of ants rushed across his desk to spell "Ed Wilson" with their bodies.

Ed Wilson knows how to get silly. "Daydream a lot," he advises young scientists in his book. "Make it a practice to indulge in fantasy." So it'll happen. One day, one of his army of former students will say, "Oh, Ed, I'm going to Brazil," and Ed will close his eyes, and start smiling ...

For my favorite example of E.O. Wilson being bad, check out the time he dabbed a live ant with an "I'm dead" smell. The ant had a very peculiar day. We talked about it on All Things Considered in 2009. Wilson's new book is called Letters to a Young Scientist. It's a very personal (and therefore rich with autobiographical sketches from his boy scouting days, research trips, on-campus intrigues) aimed at any young college student thinking about a career in science.

Muirfield produces the worthiest of Open champs

GULLANE, Scotland (AP) ? From behind the 18th green, Paul Azinger stared out toward a golf course where he nearly won a major title, where so many greats of the game have carved their names on the claret jug.

Sure, it's a classic links layout ? right by the sea, filled with inexplicable humps in the fairways, terrifying bunkers stuck in the strangest of spots and knee-high grass ready to punish a wayward shot.

But Muirfield is different.

There are all those quirky elements that make it worthy of a British Open. There's just ? uhhh, how should we put this? ? not TOO many of them.

"It's not a luck-fest out there," Azinger said Monday, as the world's top golfers arrived en masse to prepare for the third major of the season. "If you make the ball do what you want it to do, you'll play well."

Maybe that's the reason the roster of winners looks more like a who's who of the sport.

Harry Vardon. Walter Hagen. Gary Player. Jack Nicklaus. Lee Trevino. Tom Watson. Nick Faldo. Ernie Els.

And let's not forget Harold Hilton, James Braid and Henry Cotton.

Of the 13 players to win the Open at this course east of Edinburgh, 11 are enshrined in the World Golf Hall of Game (and you can make a pretty strong case that another, Ted Ray, should be). Only Alf Perry looks a bit out of place on this elite list, and even he was a three-time member of Britain's Ryder Cup team in the 1930s.

Not a stiff in the bunch.

"That's not a fluke," Faldo said. "You have to have a good mind game. You have to know where you're going to land it, where the next bounce is and where the run is."

And, of course, have the ability to pull it off.

Faldo recalled his second victory at Muirfield in 1992, with Fanny Sunesson on the bag.

"That's what we worked out so well," he said, "where to land the ball 20 yards short of the green, which way it would kick, and obviously where it would stop. That's part of the calculations. But you've got to land the ball from A to B first. And that has to be a solid shot. If that's a mis-hit, the ball doesn't react close to what you intend. You look at all those guys, we all hit it pretty darn solid in our era."

At the other eight courses in the Open rotation, that's not always the case.

A crazy bounce here. An unexpected roll there. Suddenly, the door is open for an improbable winner, someone like Ben Curtis or Todd Hamilton.

Muirfield is more straightforward, with few blind shots, and the way it's laid out ? with two loops of nine holes running in opposite directions ? evens out the devilish breezes, assuming they don't suddenly change directions during the course of a round.

"It's not going to bad luck you to death," said Azinger, who made that assessment even though he bogeyed the final two holes of the 1987 Open and lost to Faldo by a single stroke. "It's a terrific course."

Given what has happened here before, this would seem the most appropriate spot for Tiger Woods, ranked No. 1 in the world, to end the longest major-less drought of his career ? more than five years and counting. If not him, how about second-ranked Rory McIlroy, just 24 but already a two-time major champion and less than a year removed from his runaway victory at the PGA Championship?

But Woods is coming back from an injured elbow, so no one is quite sure what kind of shape he'll be in when the shots start counting for real at Muirfield. Even when healthy, the aura of invincibility he once held over the rest of the field has slowly faded away since the last of his 14 major titles at the 2008 U.S. Open.

Woods insisted Tuesday that his elbow is fully healed. Even though he shot his worst round as a professional at Muirfield, an 81 in miserable conditions during the third round of the 2002 Open, he has great respect for the course.

"I mean, look at the list of past champions, the number of Hall of Famers that have won here," Woods said. "You can't just hit one way. You have to shape it both ways and really control the shots. ... You're playing almost in kind of a circle, in a sense, because you've got so many different angles and so many different winds. You have to be able to maneuver the ball both ways."

That doesn't bode well for McIlroy. His game is in disarray after he switched to new clubs and a new ball this season, in addition to dealing with off-the-course issues involving his management team.

"I'm very surprised that just 11 months (since that eight-shot win at Kiawah Island) he would've become an afterthought," Azinger said. "He is adrift."

Woods still draws the biggest crowds, and there's no denying his fellow competitors keep an eye out for him on the leaderboard. But, while he's resumed his dominating ways in regular PGA Tour events since changing his swing and battling through well-documented personal problems, he no longer looks unbeatable on the biggest stages.

"Tiger is in a different mode where he's winning regular tournaments, but he gets to the majors and something happens," Faldo said. "The self-belief you have to have, maybe there's a little dent in there. He hits the wrong shot at the wrong time, where before Tiger would hit the right shot at the right time."

Azinger said Woods' issues are more physical than mental at the moment, all because of a body that seems to be aging much quicker than his still relatively young age (37).

"You can't play good golf," Azinger said, "with a bad elbow."

There's nothing wrong with McIlroy physically, but he's suddenly playing second fiddle to players such as Adam Scott and Justin Rose, the winners of the year's first two majors.

When Scott captured the Masters in a playoff, McIlroy was never much of a factor on the way to finishing 25th. When Rose held on to win the U.S. Open, the young Irishman limped to the end in 41st.

From Azinger's perspective, McIlroy lost the baseline on his game when he changed up all that equipment. When something goes wrong, he's not sure what might be contributing to the problem ? the club or the ball. He's trying to figure it all out again, and that's not easy to do when you're in the midst of the season, even for a player with his enormous skills.

Faldo, meanwhile, urged McIlroy to eliminate some of the distractions that have cropped up since he surged to stardom.

"You have a window of opportunity," the three-time Open champion said. "That's my only words of wisdom to Rory. You have, say, a 20-year window as an athlete. Concentrate on golf, nothing else. Hopefully when you retire, in your 40s or 50s, you have another 40 years to enjoy it. So just concentrate on golf."

Even if Woods falters again and McIlroy continues to struggle, Muirfield will likely produce a worthy champion.

That's just the way it goes at this place.

Attackers kill 6 in northern Iraq

BAGHDAD (AP) ? Shootings and a bombing in northern Iraq killed six people on Sunday, including a local government official in the latest outburst of violence roiling the country.

Also on Sunday, a spokesman for Iraq's prime minister said that outgoing Iranian President Mahmoud Ahmadinejad plans to visit Iraq later this week. It will be the Iranian leader's second visit to neighboring Iraq while in office.

Police officials said Sunday's first attack happened early in the day when gunmen killed two soldiers in an assault on their security checkpoint in the restive city of Mosul, 360 kilometers (225 miles) northwest of Baghdad.

Hours later, a roadside bomb killed a municipal council member and his son in a town near Mosul. Gunmen in another area just south of Mosul also sprayed a security checkpoint with bullets, killing two policemen.

Hospital officials confirmed the death toll. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

Iraqi is being hit by its worst waves of violence in years, raising fears the country is heading back toward the widespread sectarian fighting that peaked in 2006 and 2007. More than 2,600 people have been killed since the start of April.

Violence has spiked since the start of the holy month of Ramadan. On Sunday, attacks in Iraq killed at least 24 people, most of them near Sunni mosques in Baghdad as late-evening prayers held during the holy month were ending.

Iraqi Prime Minister Nouri al-Maliki's spokesman, Ali al-Moussawi, said Ahmadinejad plans to arrive for a visit to Iraq on Thursday. He said Ahmadinejad would meet with senior Iraqi officials and visit Shiite holy shrines in Najaf and Karbala during the two-day visit.

Ahmadinejad, who leaves office in August, visited Iraq for the first time in March 2008.

The hunt is on for a new head of one of the largest ? and most controversial ? parts of the federal government, the one that oversees immigration, natural disaster response, and terrorism in a post-9/11 world.

Janet Napolitano is leaving as head of the Department of Homeland Security (DHS) to assume the presidency of the?University of California?system of higher education ? the top tier of the state?s system of public colleges and universities with 10 campuses (including UC Berkeley and UCLA), more than 220,000 students, more than 170,000 faculty and staff, and a budget of about $24 billion.

In a way, it?s a move to a smaller institution.

DHS is even more massive: It?s the third-largest federal department, with a budget of $48 billion, a staff of 240,000, and 22 agencies under its bureaucratic budget, including the Federal Emergency Management Agency (FEMA), the?Transportation Security Administration?(TSA), US Customs and Border Protection, US Citizenship and Immigration Services, US Immigration and Customs Enforcement, the US Coast Guard, the Secret Service, and cybersecurity operations.

Rep. Mike McCaul, (R) of Texas, who chairs the House Homeland Security Committee, already has his short list of replacements for Secretary Napolitano:

Retired Coast Guard commandant Thad Allen, New York City Police Commissioner Ray Kelly, and William Bratton, who headed police departments in New York, Los Angeles, and Boston.

"I think any three of those coming in would gain much respect from House Republicans and could help us at a time when we're really trying to push this border security measure out of the House of Representatives," the Republican congressman from Texas said on "Fox News Sunday."

Your App Is Slow Because Our World Is Ending

doomsdayThe meatiest article I ran across on the Internet this week was also--maybe--a harbinger of doom for life as we know it. I mean Drew Crawford's superb piece Why mobile web apps are slow. It's long, and somewhat dense, but definitely worth reading if you're technical enough to follow along. Its upshot: HTML5 apps will be vastly inferior to native apps not just for the next year or two, but for the next 5-10 years, because of fundamental technical limitations inherent to mobile platforms.

Give up ? The band?s show was a decade, and two months, in the making.

Saltair ? It?s been 10 years since the indie rock act the Postal Service released their lone, beloved album.

But at The Great Saltair Saturday, singer Ben Gibbard and electronic music artist Jimmy Tamborello showed the music still has resonance and a fan base.

Bottom line ? For making one record 10 years ago, the band had chemistry. Between that and some nostalgia, the crowd had a good time.

At about 90 minutes, the set was fairly short, but had high energy. In a black shirt and tight black pants, Gibbard seems to have ramped up his swagger since I last saw him perform a decade ago.

Singer Jenny Lewis, who provided vocals on the 2003 record, Give Up, shared center stage. The pair had chemistry, especially on the oddly upbeat breakup tune "Nothing Better."

With just 10 songs to work with on Give Up, the band rounded out the set with some new material (news that will please longtime fans).

Gibbard led a few thousand of those fans in a hand-clapping rendition of the catchy synth-pop hit "Such Great Heights."

"The only reason we?re here," he said, "is you guys still like this record all these years later."

Tamborello?s subtle new additions to the original songs, like violins, kept things interesting. The handful of new tracks, though, might not have been as innovative as the Give Up material ? though maybe that?s nostalgia talking.

The Postal Service was an unexpected success in 2003. It was something of a side project for Death Cab for Cutie?s Gibbard and Tamborello, better known as Dntel, who made the record by sending CDs back and forth through the, ahem, Postal Service.

The combination of tightly crafted hooks and offbeat lyrics exploded, but despite the success, the two men never made another album.

This year, as Give Up was certified platinum, the duo released a 10th anniversary edition and mounted a cross-country tour. Salt Lake City?s show at was rescheduled from May 29 after Gibbard lost his voice and Tamborello hurt his back.

The date change didn?t seem to affect the size of the crowd though ? the venue on the Great Salt Lake was nearly full.

Friday?s area sports briefs

? Coastal Carolina junior Andrew Dorn, of West Chester, Ohio, won the 2013 Ohio Amateur Championship Friday at Canton?s par 71 Brookside Country Club. The win came one week after winning the prestigious North & South Amateur.

Dorn carded a 2-over 73 on the final day, but birdied the final two holes in the final round to claim a two-stroke victory. He carded rounds of 66-69-73 for a 54-hole total of 5-under par 208. Daniel Belden (70-69-71) and Corey Richmond (63-71-76) tied for second, each shooting 210.

Dorn?s win at the North & South Amateur holds good company, with high profile names such as Arnold Palmer, John Cook, Ben Curtis and Frank Stranahan having also won the tournament.

Shooting 16 birdies over three rounds, Dorn also shot five bogeys over a 10-hole span in the final round before a birdie on the 140-yard, par 3 14th. Despite a bogey on 15, Dorn responded with birdies on holes 17 and 18, both par 5?s, to secure the two-stroke win.

Dorn recorded just one bogey in the first round, adding six birdies, for his 5-under round of 66 to tie for second. In round two, he had four birdies and two bogeys for a 2-under round of 69.

Carolina?s Amateur Championship

The 2013 Carolinas Amateur Championship second round was shortened by rain. The morning wave was able to complete most of their scheduled 18 holes before play was suspended at 12:55pm due to severe weather. After a three-hour rain delay due to local thunder and lightning, play resumed at 3:55 p.m. The morning wave completed their rounds and the afternoon players played until suspended by darkness at 8:35pm. The second round will be completed Saturday morning beginning at 8:00 am.

Round 3 is scheduled to begin at noon on Saturday, July 13 off both the front and back tees.

WASHINGTON (AP) - Top U.S. and Chinese officials are wrapping up annual strategic and economic talks that have yielded greater cooperation on reducing greenhouse gases but again exposed Washington's frustration over cyber theft it says is emanating from the emerging Asian power.

Secretary of State John Kerry, who came to Washington for the start of the two-day talks Wednesday, was returning to his wife's hospital bedside in Boston as she recovers from a seizure-like episode. His deputy, William Burns, will take his place at Thursday's discussions.

The gathering is taking a place a month after the U.S. and Chinese presidents' summit in California, which tried to set a positive tone in relations between the two world powers. Officials are looking at ways to build cooperation, even as they hash out deep-seated differences.

They are discussing barriers to trade and investment, the nuclear program of Chinese ally North Korea and other matters, including Iran and Syria's civil war.

Thursday's agenda starts with a round table of Chinese and U.S. officials and business leaders at the Treasury Department. Washington wants Beijing to expedite economic reforms and reduce state involvement in the economy; China has its own concerns about screening of its companies that want to invest in the U.S.

The most tangible outcome of Wednesday's talks was an announcement of new initiatives to reduce greenhouse gas emissions and air pollution. The two sides agreed to cooperate on cutting emissions from vehicles and coal combustion, and to promote more efficient use of energy in buildings, transport and industry. Implementation plans will be ready by October, the State Department said.

That builds on an agreement between President Barack Obama and President Xi Jinping in June to work together on reducing hydrofluorocarbons, a potent greenhouse gas used in refrigerators, air conditioners and industrial applications.

The two sides have also discussed cybersecurity - now a prominent U.S. concern in its relations with China.

Vice President Joe Biden said Wednesday that cyber theft against U.S. companies is "out of bounds and needs to stop." Chinese State Councilor Yang Jiechi only said that cybersecurity is among the global challenges the U.S. and China should work together on.

U.S. officials are resisting China's attempts to compare their concerns over U.S. surveillance for intelligence gathering - as revealed by National Security Agency leaker Edward Snowden - with American concerns about theft of intellectual property and proprietary business information.

Vatican broadens child abuse crimes in legal reform

VATICAN CITY (Reuters) - The Vatican unveiled changes to its law on Thursday that name the sexual abuse of children as a specific crime and aim to implement international anti-money laundering norms as the city state seeks to end years of scandal.

Under the changes, child prostitution, sexual violence and sexual acts with children and child pornography will be included in a broader definition of the category of crimes against minors, the Vatican said in a statement.

Issuing a "Motu Proprio", a decree of his own initiative, Pope Francis also said he wanted to renew the Holy See's commitment to international conventions against crimes such as money laundering and terrorism.

The reforms extend the criminal liability of officials and staff of the Roman Curia, making it possible to indict them even for crimes committed outside the Vatican city state.

Francis, who succeeded Pope Benedict in March, has inherited a Church struggling to restore credibility after a series of scandals including the sexual abuse of children by priests and a money-laundering investigation of the Vatican's bank.

He has appointed an advisory board of cardinals from around the world to reform the Curia and has opened a special commission of inquiry to reform the Vatican bank.

GOP-led House seeks to punish IRS with budget cuts

WASHINGTON?The GOP-controlled House unveiled slashing cuts to the budget of the Internal Revenue Service on Tuesday, punishing the beleaguered agency after it targeted tea party groups and other nonprofits seeking tax-exempt status.

The agency's 2014 budget would be cut by $3 billion, or 24 percent below levels approved in March. Also, 10 percent of its budget for tax enforcement would be fenced off until the IRS implements recommendations by an agency watchdog designed to prevent further abuses.

The IRS cuts come after a wave of bad publicity for the agency including questionable spending on conferences like a lavish $4.1 million event in 2010 that included a "Star Trek" video parody and a $17,000 payment to a motivational speaker who was a painter.

President Barack Obama had requested a $1 billion increase for the IRS.

"Right now I can't think of a federal agency in a worse position to ask for more money," said Rep. Kevin Brady, R-Texas.

The Appropriations Committee also revealed cuts to NASA, White House salaries, and the Securities and Exchange Commission. The full House took up a $30.4 billion measure funding the Energy Department and water projects that is about $3 billion below levels enacted earlier this year. Democrats protested cuts to clean and renewable energy programs.

Democrats controlling a Senate panel, meanwhile, went in a wholly opposite direction in giving a $1.3 billion increase to a Health and Human Services Department account responsible for implementing Obama's signature health care law.

At issue are the annual spending bills funding the day-to-day operations of federal agencies. The GOP-controlled House and Democratic-led Senate are acting as if on different planets, with the Senate ignoring deep automatic spending cuts and the House promising even more punishing cuts to domestic programs while restoring cuts to the Pentagon.

The House is drafting spending bills in line with a $967 billion "cap" required by automatic cuts that took effect in March after Washington failed to agree on an alternative mix of tax increases and cuts elsewhere in the $3.5 trillion federal budget. The Senate is writing bills to a $1.058 trillion cap, almost a full 10 percent higher. But the House GOP cuts to domestic programs are greatly magnified by a $41 billion shift from nondefense programs like NASA, education and research on renewable energy to the Pentagon.

The result are night-and-day differences between the House and Senate spending bills illustrated most dramatically by a $164 billion Senate measure unveiled Tuesday by liberal Democrat Tom Harkin of Iowa. The measure, which funds education, health and labor programs, is a full 26 percent more generous to such programs than an as-yet-unreleased House version and provides an almost 5 percent increase over levels enacted in March.

So even as advocates for the poor worry about budget cuts forcing poor preschoolers from Head Start, the Senate measure promises to increase the program by $1.6 billion or about 20 percent. Health research would win a small increase, as would Title I grants to help educate disadvantaged school children.

Republicans say the Senate bills are filled with empty promises. Even if they were enacted over GOP opposition, they would be subject to across-the-board cuts known as sequestration that would bring them down to the $967 billion level embraced by Republicans. Sequestration is required because Congress and Obama have failed to follow up a 2011 budget pact with deficit cuts other than a bitterly fought tax increase on upper-bracket earners.

Democrats counter that Republicans are offering empty promises as well?to defense hawks upset by sequestration. The House GOP increases to the Pentagon would be automatically rolled back through sequestration, as would Senate Democrats' efforts to increase domestic programs.

By contrast, the House measures revealed Tuesday are laced with painful cuts. While the FBI is exempted, NASA would absorb an almost $1 billion cut below 2013 levels. Spending on federal buildings would be cut $2.4 billion below Obama's request and the U.S. Marshals Service, the federal prison system and the Drug Enforcement Administration would also have to absorb cuts.

"At some point, there is no 'doing more with less,'" said Rep. Debbie Wasserman Schultz, D-Fla. "There is only less."

Absent a broader agreement on the budget, the rival chambers of Congress are on a collision course facing a potential government shutdown when current-year funding runs out on Sept. 30. A shutdown is unlikely, but avoiding one would require a stopgap funding measure to keep the government running after that date.

Movement underway to overturn Florida's gay marriage ban

An amendment to overturn Florida's gay marriage ban could make it on next year's ballot.

The group Equal Marriage Florida will need nearly 700,000 signatures on the petition to put an amendment on the 2014 ballot overturning Florida's ban on gay marriage.

If that were to happen, thanks to the U.S. Supreme Court, same-sex couples could get access to the federal benefits they say they deserve.

"Back when Amendment 2 was passed, there wasn't very many places that gay marriage was OK," said Jim Van Riper of Equality Florida. "It's taken off, and I think you're going to hear a lot of noise, a lot of rhetoric, about it from social conservatives, but the reality is that the pendulum is swinging."

To hear it from gay rights activists, the arch of history is tilting in their favor. However, it was only five years ago that Florida voters chose to ban gay marriage, a development that owed a lot to the power of the church.

Social conservatives are preparing to turn out their base again, this time to vote "no" on overturning the ban.

That's assuming the amendment even makes it to the ballot.

Damien Filer with Progress Florida is in full support of legalizing gay marriage, but he said he doubts it will happen in 2014.

"I don't think it's realistic to decide, basically about six to eight months before you'd have to qualify for the ballot, to start this whole process," he said. "It's really a multi-year process to do this."

Even if the group does get a new amendment on the ballot, it would take 60 percent of the vote to overturn the current state constitutional ban.

Gay rights activists are also thinking about challenging Florida's gay marriage ban in court. Equality Florida is now looking for same-sex couples who might want to serve as plaintiffs.

British TV presenter Michael Parkinson says he has cancer

LONDON (Reuters) - Veteran British chat show host Michael Parkinson revealed on Sunday that he had prostate cancer, but said he was living a normal life and hoped to make a full recovery.

Parkinson, 78, who interviewed Muhammad Ali, Marlon Brando, Fred Astaire and Orson Welles in a career spanning 50 years, said he was diagnosed with the disease in May, was undergoing radiotherapy and suffering no side effects or pain.

"I'm 78 and I have had a good life," said Parkinson, who announced his retirement from television in 2007. "I shall be around for a while yet, to the delight of my friends and the dismay of my enemies."

Palmple, which signed a contract with Japan?s Pokelabo to launch its TCG (trading card game) Devil Maker Tokyo in Japan, is now making preparations to enter the US and China.

Train derailment: Search continues in oil train crash

Train derailment in Quebec caused at least five fatalities and has left about 40 people missing. The oil train derailment is like to add to a debate over a proposed oil running across the US that Canada says it badly needs.

A Quebec town devastated when a runaway oil tanker train exploded killing at least five people braced for a rising death toll Monday as fire crews tried to reach the hardest hit areas where about 40 people were believed to be missing.

All but one of the train's 73 tanker cars were carrying oil when they somehow came loose early Saturday morning, sped downhill nearly seven miles (11 kilometers) into the town of Lac-Megantic, near the Maine border, and derailed, with at least five of the cars exploding.

Firefighters on Monday were focusing their efforts on two oil-filled cars dousing them with water and foam in an attempt to keep them from overheating and exploding.

Quebec provincial police Sgt. Benoit Richard said Monday morning there was no searching overnight because the situation remained too dangerous.

He said only a small part of the devastated scene has been searched as firefighters made sure all flames were out.

Many of those missing were believed to have been at a popular downtown establishment when the explosions occurred and rescuers were still not able to reach it, Richard said.

"Hopefully we'll be able to open up more areas for searching during the day," he said.

About a third of the community of 6,000 was forced from of their homes by the explosion and flames.

The growing number of trains transporting crude oil in Canada and the United States had raised concerns of a major disaster, and this derailment was sure to add to the debate over a proposed oil pipeline running across the U.S. that Canada says it badly needs.

"This is an unbelievable disaster," said Canadian Prime Minister Stephen Harper, who toured the town Sunday and compared it to a war zone. "This is an enormous area, 30 buildings just completely destroyed, for all intents and purposes incinerated. There isn't a family that is not affected by this."

Anne-Julie Huot, 27, said at least five friends and about 20 acquaintances remained unaccounted for.

"I have a friend who was smoking outside the bar when it happened, and she barely got away, so we can guess what happened to the people inside," Huot said. "It's like a nightmare."

The train's oil was being transported from North Dakota's Bakken oil region to a refinery in New Brunswick. Because of limited pipeline capacity in the Bakken region and in Canada, oil producers are increasingly using railroads to transport oil to refineries.

The Canadian Railway Association recently estimated that as many as 140,000 carloads of crude oil will be shipped on Canada's tracks this year ? up from 500 carloads in 2009. The Quebec disaster is the fourth freight train accident in Canada under investigation involving crude oil shipments since the beginning of the year.

Harper has called railroad transit "far more environmentally challenging" while trying to persuade the Obama administration to approve the controversial Keystone XL oil pipeline from Canada to the Gulf Coast. Greenpeace Canada said Sunday that federal safety regulations haven't kept up with the enormous growth in the shipment of oil by rail.

Officials with the Montreal, Maine & Atlantic Railway said that despite the disaster, they feel transporting oil by rail is safe.

"No matter what mode of transportation you are going to have incidents. That's been proven. This is an unfortunate incident," said Joe McGonigle, Montreal, Maine & Atlantic Railway's vice president of marketing.

He said the company believes the train's brakes were the cause. "The train was parked, it was tied up. The brakes were secured. Somehow it got loose," he said.

McGonigle said there was no reason to suspect any criminal or terror-related activity.
